Well, that's apparently not the case here.

We haven't seen any duplication of districts yet and it's really unlikely that only our other halves haven't checked in yet.

Why would they split us?

Must be a reason for it. Any reason in the books, however unlikely?

In the book, originally there was only one victor. Then the Capitol declared that if two people from the same district survived, they could win together.

Not everyone has checked in, but it's possible the other half of the district is on another board.

There are also career tributes, and they had more money and were able to train, and while the numbers are a bit high (6 tributes) I suppose that could be one way to create a mafia. Districts 1, 2 and 4 were the Career districts.

That's good info.

Career District people must start with some advantage. I'm not feeling they would all be mafia though, that would be too easy an assumption for anyone with the book knowledge.
